V. PUPO, Il caso Paragon solutions: spyware e segreti

The paper reconstructs the story of espionage carried out through the Graphite spyware produced by the company Paragon Solutions, which has involved over ninety targets in the world, seven of which in Italy, including journalists and human rights activists. The numerous institutional, political and legal issues related to the danger of serious violations of fundamental rights and freedoms and the possible involvement of the Italian intelligence apparatus are examined, as well as the opaque and often contradictory way in which the episodes that emerged were managed by the Government, with evident prejudice to the same democratic integrity of the legal system.

Il lavoro ricostruisce la vicenda di spionaggio compiuto attraverso lo spyware Graphite prodotto dall’azienda Paragon Solutions, che ha coinvolto oltre novanta target nel mondo, di cui sette in Italia, tra i quali giornalisti e attivisti per i diritti umani. Vengono esaminate le numerose questioni istituzionali, politiche e giuridiche, connesse al pericolo di gravi violazioni di diritti e libertà fondamentali e al possibile coinvolgimento degli apparati italiani di intelligence, nonché al modo poco trasparente e spesso contraddittorio in cui gli episodi emersi sono stati gestiti dal Governo, con evidente pregiudizio per la stessa tenuta democratica dell’ordinamento.
