The paper proposes a theoretical reflection on the process of evaluation of social policies. Particular attention is paid to the abductive logic that governs every step of the process and gives to social planning a dialogical and relational connotation that goes beyond the outdated and technocratic vision of programming. It aiming, rather, to the proactive participation of stakeholder in the construction of policies really effective and appropriate to the needs.
