In 1835 Nicola De Pompeo proposed to the government of the Kingdom of the Two Sicilies the voluntary conversion of the public debt from 5 to 3 percent, also presenting the offer of some foreign bankers who would have made available the capital, if necessary, in exchange for 2 percent of the debt amount. Bianchini, Ceva Grimaldi, most of the Neapolitan and even foreign politicians and economists intervened on De Pompeo’s proposal, not all in favor. The "original" aspect of this proposal and the debate it aroused is that the Neapolitan irredeemable debt, at the time of De Pompeo’s proposal, was already 3 percent! Was it a collective hallucination? How can you explain that the country’s leading economics experts didn’t notice?
