Osservazioni in tema di VTS nella prospettiva evolutiva

This article deals with the evolution of the Vessel Traffic Service. The Author also focuses his attention on Resolution A. 857 (20) of 27 November 1997, which repealed Resolution A. 578 (14) of 20 November 1985. Resolution A. 857 has rendered the existing VTS service in the world uniform. The Guidelines in force contained therein provide for gen- eral principles on the authority of the Contracting States, on functioning of the , on participating ships and on the certification of VTS operators, etc. However, the text is obsolete in some parts and in other parts too detailed or ambiguous. This leads the way to different or conflicting interpretations. The IMO document NSCR 7 / WP.4 of 22 January 2020, containing the Revision of the Guidelines for Vessel Traffic s [Resolution A. 857 (20) (ITEM 7)], on which the Author makes some remarks, could replace Resolution A. 857.

Il presente lavoro tratta l’evoluzione del Vessel Traffic Service. L’Autore concentra la sua attenzione anche sulla Resolution A. 857 (20) del 27 novembre 1997, che ha abrogato la Resolution A. 578 (14) del 20 novembre 1985. La Resolution A. 857 (20) ha dato uniformità ai sistemi VTS esistenti nel mondo. Le vigenti Guidelines in essa contenute dettano principi generali sulle competenze degli Stati contraenti, sul funzionamento del servizio e sulle partecipating ships, sulle certificazioni degli operatori VTS ecc. Tuttavia, in talune parti il testo si presenta obsoleto ed in altre troppo minuzioso o ambiguo. In tal modo si apre la via ad interpretazioni difformi o discordanti. Il documento IMO NSCR 7/WP.4 del 22 gennaio 2020, recante Revision of the Guidelines for Vessel Traffic s [Resolution A. 857 (20) (ITEM 7), contiene la Draft Assembly Resolution, il cui annesso racchiude le Guidelines for Vessel Traffic s (che potrebbero sostituire la Resolution A. 857 (20) del 1997), sulle quale l’Autore sviluppa delle considerazioni.
